Which day do you get off when a holiday falls on a weekend?
The DaysUntilNow observed-date calculator applies the federal rule in both directions: a holiday that falls on a Saturday is observed on the Friday before it, and one that falls on a Sunday on the Monday after. The authority is 5 U.S.C. 6103(b) together with Executive Order 11582 of 1971, and what it moves is the day federal offices close β never the legal date of the holiday itself.
Only five of the eleven federal holidays can be affected at all. New Year’s Day, Juneteenth, Independence Day, Veterans Day and Christmas Day sit on fixed calendar dates and can therefore land on a weekend; the other six are anchored to a weekday and never move.

The rule, and where it came from
Two instruments do all the work. 5 U.S.C. 6103(b) covers the Saturday case: for an employee whose basic working week is Monday to Friday, the Friday before a Saturday holiday is treated as the legal public holiday. Executive Order 11582, signed on 11 February 1971, covers the Sunday case and sends the day off forward to the Monday.
Neither of them rewrites the calendar. Independence Day is 4 July in every year, including the years when federal offices are shut on the 3rd or the 5th, and every published federal calendar carries both dates for that reason.
The reason so few holidays are exposed to the rule at all is the Uniform Monday Holiday Act of 1968, which moved Washington’s Birthday, Memorial Day and Columbus Day onto fixed Mondays from 1971. Veterans Day went with them and then came back: it was returned to 11 November in 1978 after states and veterans' organisations objected, which is why it is one of the five that can still land on a weekend. Juneteenth, added in June 2021, joined the same group.
Why the Saturday half feels wrong
Ask anyone which day they get off when Christmas falls on a Saturday and most will say the Monday. The instinct is to push a holiday forward, because that is what a rescheduled meeting does and what the British substitute-day rule does. The American rule goes backwards, and it does so for a payroll reason rather than a sentimental one: the point is to give a day off inside the working week the employee actually has, and Friday is the last one available before the holiday.
The second trap is reading a printed calendar. Wall calendars mark the legal date, most payroll systems mark the observed one, and the two are simply different rows in a table nobody prints side by side. When a schedule and a calendar disagree in late December, that is usually all that has happened.

The rows that read “the same day” are the ordinary case, and they are the majority in most years. Only the five holidays pinned to a calendar date β New Year’s Day, Juneteenth, Independence Day, Veterans Day and Christmas Day β can ever move, because the other six are already defined as a Monday.
Whose calendar this actually governs
Federal employees, and by extension the agencies that serve the public: the Postal Service, federal courts and any office of the executive branch keeps the observed day.
Everyone else is free. No federal law obliges a private employer to close on a public holiday, to pay extra for working it, or to prefer the observed day to the calendar date β and each of those choices is made separately, which is why two employers in the same street can be shut on different days in the same week. State and municipal offices follow their own statutes, and schools follow the district.
These calculations use US federal holidays. Bank holidays in the UK, statutory holidays in Canada and public holidays in Australia land on different days and move under different rules.
The same problem, solved differently abroad
The United Kingdom uses a substitute day: a bank holiday falling on a weekend is replaced by the following weekday, so both Saturday and Sunday move forward, and Christmas on a Saturday produces substitutes on the Monday and the Tuesday. Canada’s federal statutory holidays generally move to the following Monday, and several Australian states do the same. None of them subtracts a day the way the US Saturday rule does.

Frequently asked questions
Do banks close on the Friday before a Saturday holiday the way federal offices do?
No - the Federal Reserve rule is the opposite of the federal-office rule for Saturday holidays. When a holiday falls on a Saturday, Federal Reserve Banks and Branches stay open the preceding Friday (only the Board of Governors closes), while federal agencies take that Friday off under Executive Order 11582. For a Sunday holiday both close on the following Monday. So a Saturday holiday moves the government’s day off but leaves the banking and ACH calendar untouched.
Can a federal holiday's day off land in the previous year?
Yes. When 1 January falls on a Saturday, the observed holiday for New Year’s Day is the Friday before it - 31 December of the previous year. It last happened for 2022, observed on Friday 31 December 2021, and next happens for 2028, observed on Friday 31 December 2027 (then 2033 and 2039). The legal date in 5 U.S.C. 6103 does not move; only the day federal offices close does.
Which federal holidays can never be moved to another day?
Six of the eleven federal holidays are anchored to a weekday and therefore never shift: Martin Luther King Jr. Day (third Monday in January), Washington’s Birthday (third Monday in February), Memorial Day (last Monday in May), Labor Day (first Monday in September), Columbus Day (second Monday in October) and Thanksgiving (fourth Thursday in November). Only the five fixed-date holidays - New Year’s Day, Juneteenth, Independence Day, Veterans Day and Christmas Day - can land on a weekend and be observed on a different day. Some years nothing moves at all: neither 2030 nor 2031 shifts a single federal holiday, while 2027 shifts three (Juneteenth to Friday 18 June, Independence Day to Monday 5 July, Christmas to Friday 24 December).
Does the observed date change legal deadlines, or only days off?
For federal tax deadlines it does. Under 26 U.S.C. Β§7503 a filing due on a Saturday, Sunday or legal holiday is timely on the next business day, and holidays observed in the District of Columbia count nationwide. That is how Emancipation Day (16 April) can move Tax Day: in 2022 the 16th fell on a Saturday, DC observed it on Friday 15 April, and the federal filing deadline moved to Monday 18 April. Private employers are a different matter - the federal observed day binds federal employees only, and no federal law requires a private employer to follow it.
How we calculate this
The eleven holidays are stored as rules rather than as dates β a month and a day for the fixed ones, an nth-weekday rule for the rest β exactly as 5 U.S.C. 6103(a) states them, so any year from 1971 onwards can be generated without a list to maintain.
Observance is then applied on top: the weekday of the legal date is tested, a Saturday is pulled back to the Friday before it and a Sunday pushed forward to the Monday after, following 5 U.S.C. 6103(b) and Executive Order 11582. Nothing else about the date changes, which is why the page reports the legal date and the observed date as two separate lines.

Three things the rule does not cover
Inauguration Day is a holiday for almost nobody. 5 U.S.C. 6103(c) makes 20 January every fourth year a legal public holiday, but only for federal employees in the District of Columbia and the neighbouring counties of Maryland and Virginia. It is the one federal holiday with a postcode.
States keep their own list. A state can add holidays the federal calendar does not have, and it can decline ones it does β several observe neither Columbus Day nor Washington’s Birthday under those names. State offices, courts and schools follow the state list, not this one.
A day off is not the same as a paid day off. Federal law sets holidays for federal employees. It does not require any private employer to close, to pay a premium, or to follow the observed day rather than the calendar date, and plenty of them do all three differently.
